If a person wrote a song and thought it would be great by a certain singer, and ask nothing in return. Just the enjoyment of it getting made. How would they go about that?

Hire a lawyer and have him write a contract that only the specific singer can sing the song. Or else they can do whatever with it
Who would sign the contract though?
Present it in verse, then the singer signer can sing to sign.
Copyright holders can issue a public license, its a unilateral document that states what people can and can’t do with their work.
Its the core mechanism of Free and Open Source Software (FOSS) where the offer is usually an open invitation to anyone who accepts the conditions.
But the same mechanism could be employed but only granting rights to a specific person.
