It should be added that this photo has definitely been taken with a longer focal length than normal. That doesn’t make it inaccurate or faked by any means, but it does reduce the effect that perspective has on the image - a high focal length makes distance reduce the apparent size of objects less
But as PugJesus mentioned, they also really are just massive mountains right next to the city

It’s an exceptional angle/position, but yes, Santiago is smack-dab in the middle of the Andes Mountains.
