What’s the guy dressed as?

He’s dressed as the niece of the dentist from Finding Nemo. She’s the one who always gets so excited that she shakes the fish and kills them. Hence the girl in the picture dressed as Nemo in a plastic bag.

Thank you. I realize now I’ve never actually seen finding Nemo.
