Well..

The amputations were almost identical and the article mentions previous similar finds. There’s documented use of yue for over 1000 years before and 500 years after the finding in ancient penal codes. In this case, it looks like both explanations are equally plausible.

Is that better or worse than heads chopped off?

Depends which order they do it in.

Maybe they just into that sort of thing.
