In obscuring the view and adding a lot of weight? Yes.
In protecting against anything except arrows and small caliber bullets(this is questionable)? Probably not.
i would argue that it is pretty good against anything non explosive. it is really good against anything sharp (if you have cut rope before, you know that slacked rope is really hard to cut), so in case they have to defend against guerrila style sword or spear or arrow attacks, they are useless. for stone pelting and such, it will function as shock absorber (Assuming not extremely dense that it effectively functions as a bulk solid), and reduce impact. If my understanding is not wrong, one the reasons for this is particularly that they would have wanted to protect against robbing, and covering the engine car (and driver entry), they effectively stopped someone just throwing something at driver or windows or if there is closel distance - melee style attack, it provides driver or concductor some time to flee.
